The contractor who has sufficient knowledge has to inspect a building and identify defects found in that inspection. After the inspection, the contractor has to ensure that he fixes the defects before they escalate to be bigger problems.

Seeing that everyone is concerned about their health and safety, which is paramount that every building that was inspected be issued with a certificate of building conformance. It is only after an inspection has been done that certain buildings will be considered safe.
